IN THE NEWS: "66% of Malaga residents don't speak English"

Navegando por la red me encuentro con la siguiente noticia:

MALAGA - DESPITE being one of the most popular tourist destinations in Spains, more than 66 per cent of Malaga Cityresidents do not speak any English. Only one in four people can speak a second language, according to the National Institute of Statistics (INE). Nevertheless, there are currently some 300,000 people studying languages in the province and Official Language Schools are always oversubrisbed.
Spain has one of the lowest levels of bilingualism in Europe, the INE reports. Most people blame the educational system, as in Spain, English has been taught in schools for many years, but mostly by non-fluent Spanish teachers.
Things are beginning to change and there is an increasing number of bilingual schools where although the teachers are Spanish, their level of English is better.
However, many do not see the point of learning English and believe that foreigners should do their best to speak Spanish.
